Design new frame handling code, to allow for better sticky frames, and cluster moving. ( Stick two bars together, and move as one )

This should be moved up to the description of BT-36, and sub-tasks should be added for individual features.

Also, I'd like to see consideration of Toadkiller's LibStickyFrames library. He's been working hard on the library and trying to drum up interest among other bar authors but I haven't seen any response.
